Non-Local citizens cannot gain full citizenship, but you can gain limited citizenship and a title by controlling land on behalf of the Kingdom. This land is called a Mark, and people from your individual area can become citizens of it. If you reach five citizens of your Mark, you will be known as a Marquess in the Kingdom.
